The Veterans of Foreign Wars recognizes the need for continued legislation
to insure all veterans rights are maintained. These rights include the right
to health care through the VA, proper disability compensation and gainful
employment and job training among others. Listed below are some of the
legislative priority goals.
Department of Veterans Affairs Budget
We call upon Congress to provide the Department of Veterans Affairs with
funding levels fully sufficient to ensure the integrity of all entitlement
and benefit programs and the entire health-care system in order toe nsure VA
will be able to meet the increased demand it faces as we enter the 21st
Century.
Expand VA Outptient Treatment Eligibility
We urge Congress to grant VA expanded authority to treat all patients in the
most medically sound and cost-effective outpatient mode rather than the
out-dated in-patient mode and allow VA to provide all veterans the most
medically appropriate health care.
Retain Third-Party Collection
In order for VA to acquire sources of funding necessary to augment its
appropriations, we strongly support VA being authorized by law to collect
and retain third-party receipts without offset from its annual
appropriation.
Medicare Subvention
We strongly support the authorizing of VA to collect and retain Medicare
dollars when treating non-service connected Medicare eligible patients so as
to allow these veterans access to the VA health-care system and ultimately
saving federal tax dollars. This also provides another source of funding.
Offset of Military Retired Pay
We continue to strongly support the concurrent receipt of full military
retired pay when the retiree is also in receipt of VA disability compensation,
eliminating the unacceptable fact that miliatry retirees are literally financing
their own disability compensation out of their hard earned retired pay.
Bosnian Service Medal
We urge Congress to exercise its influence in the awarding of the Armed Forces
Expeditionary Medal to those active duty, National Guard, and Reserve personnel
serving in Bosnia.
Veteran's Preference
We continue our strong support of Veterans' Preference in hiring at the
federal, state and local levels. We urge legislators to resist attempts to
reduce or circumvent this earned benefit.
We urge everyone to let their Congressmen know where they stand on these
and all issues pertaining to veterans and their rights.
